Org. Setting and ReportingThis post is found in the Office on Genocide Prevention and the Responsibility to Protect (OSAPG). In support of the mandate of the Special Adviser on the Prevention of Genocide and the Special Adviser on the Responsibility to Protect, the Office collects information, conducts assessments of situations worldwide and alerts the Secretary-General, and other relevant actors, to the risk of atrocity crimes, as well as their incitement. The Political Affairs Officer will report to the Senior Political Affairs Officer. ResponsibilitiesWithin delegated authority, the Political Affairs Officer will be responsible for the following duties: Gathers, selects and analyses information on massive and serious violations of human rights/international humanitarian law of ethnic, racial, religious, national origin and related political developments and conduct monitoring of worldwide and country analysis to assist OSAPG in identifying situations of concern. Analyses political, human rights and humanitarian related issues to provide early warning advice to the Special Advisers and support, upon request, to Member States and regional organizations in the form of capacity building and technical assistance. Organizes and participates in technical assessments and high-level missions. Makes recommendations for possible action by the United Nations, including the Special Advisers to prevent atrocity crimes. Prepares analytical reports on risk of genocide and atrocity crimes to the General Assembly, Security Council, Human Rights Council, or other bodies; drafts notes, background papers, talking points, speeches, and other correspondence for the Special Advisers. Coordinate the Principal level and expert level Working Groups on the implementation of the Strategy and Plan of Action on hate speech. Acts as support to the Focal Point for implementation of the United Nations Strategy and Plan of action on Hate Speech; supports and coordinates with UN field presences, particularly UN Country Teams and peacekeeping missions on the implementation of this Strategy as well as the overall implementation of the Office’s policy framework and related programmatic activities. Maintains contacts with other sectors of the UN, other international organizations and regional organizations and governments on coordination and policy matters related to the prevention of genocide and other atrocity crimes; briefs representatives and provides, as appropriate suggestions and recommendations. Participates in and organizes conferences, seminars and academic fora related to genocide and its incitement and collect, assess and disseminate within and outside the UN system good practices related to these matters. Performs other related duties as required. EducationAdvanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development, management, conflict resolution or related area is required. Experience working in the United Nations, or another similar international multi-lateral organization is required. Experience in monitoring and analyzing risks of genocide and other atrocity crimes and providing recommendations for action to senior officials is required. Experience working with programme or project management is desirable. Experience working in the field is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
